4K live wallpapers on a Mac: what actually renders
A 4K wallpaper file and a 4K desktop are not the same thing on a Retina Mac. Here is what your display really renders, and what full resolution costs.
No MacBook sold today has a 4K built-in display. They are denser than a 4K monitor but have fewer total pixels, so searching for a 4K wallpaper for a MacBook is usually about the source file, not the panel. A 4K video wallpaper is a fixed 3840 by 2160 grid that gets decoded continuously and scaled to fit. A rendered scene has no resolution of its own: it is drawn by the GPU every frame at whatever the display is running, so it stays sharp from a 13 inch Air to a 5K Studio Display with nothing extra to download.

What 4K actually means on a Retina Mac
4K UHD is 3840 by 2160 pixels, which is the resolution of nearly every monitor sold as 4K. Apple does not build laptop displays to that number. From Apple's published specifications, the 13.6 inch MacBook Air is 2560 by 1664, the 15.3 inch Air is 2880 by 1864, the 14.2 inch MacBook Pro is 3024 by 1964, and the 16.2 inch MacBook Pro is 3456 by 2234. All four are far denser than a 4K desktop monitor, at 224 to 254 pixels per inch, and all four have fewer total pixels than 3840 by 2160. Even the 16 inch, the largest, comes to roughly 7.7 million pixels against 4K's 8.3 million.
That is why the question is worth separating in two. If you are asking whether your Mac can display an animated wallpaper at full sharpness, the answer is yes and it always has been, because macOS draws the desktop at the display's native pixel grid whichever scaled resolution you pick in System Settings. If you are asking whether you should go find a file labelled 4K, that depends entirely on what kind of wallpaper it is.
Why a 4K video wallpaper and a 4K animated scene are different things
A video wallpaper is a file with a fixed pixel grid baked into it. A 4K clip is 3840 by 2160 whether or not your display can use those pixels. On a 14 inch MacBook Pro the Mac decodes every one of them and then throws a chunk of the result away in the downscale, every frame, for as long as the wallpaper is running. On a 5K Studio Display the same file is being stretched upward and will look softer than the panel is capable of.
A Wallpaper Engine scene is not a file of pixels at all. It is geometry, particle systems, and shaders that the GPU executes each frame, so it is rendered directly at whatever resolution the display is running. There is no 4K version of a scene to hunt for, and no version that goes soft when you plug into a bigger monitor. That difference is the whole reason a scene engine exists, and it is also why a scene can react to your music while a video file cannot.

What full resolution costs: battery, heat, and headroom
Pixel count is the honest way to think about the cost. A scene that runs comfortably on a 13 inch Air panel is doing roughly twice the per frame work on a 5K Studio Display, because there are roughly twice as many pixels to shade. Nothing about that is specific to one app; it is true of any wallpaper that redraws every frame, including Apple's own aerials.
What actually keeps the average cost low is not rendering at all when nobody is looking. Do I need a 4K wallpaper file on a Retina Mac?
For a still image, you want a file at least as large as the display's native resolution, which on a 16 inch MacBook Pro is 3456 by 2234. Can I use a 4K video as a live wallpaper on a Mac?
